Contributions are invited on all aspects of the research, development and applications of the science and technology of measurement and instrumentation. Authors are encouraged to submit novel material which could include results of research or experimental work, may deal with practical developments related to plant or process, discuss new developments in sensors and instrumentation, or relate to systems evaluation or the connected world ('the Internet of things') and modeling and simulation.

Special Issue on ISEMA 2023 Down Under: Electromagnetic Wave Interaction with Water and Moist Substances

It is proposed to publish a Special Issue of the Measurement journal, following the 14th International Conference on Electromagnetic Wave Interaction with Water and Moist Substances of the International Society for Electromagnetic Aquametry (ISEMA 2023 Down Under, https://isema2023.org/) held 25-29 September 2023 in Brisbane, Australia. The ISEMA is the international platform to bring together researchers and developers of innovative electromagnetic measurement and analysis methods from various disciplines to exchange experiences, to cross-fertilize new ideas and to establish new connections for future collaborations.

Non- and less invasive electrical and electromagnetic measurement methods have become indispensable in many engineering and scientific disciplines. For other disciplines, they are only gradually being introduced for exploration and monitoring purposes. Driven by a better understanding of the physical processes in substances and materials when excited by an electromagnetic field, accompanied by ever better measurement options, including miniaturized devices, more and more new fields of application are being opened up.

The topics covered by the ISEMA conference are:

Theory and application of dielectric mixing formulas
Dielectric properties of water in heterogeneous material, including biological substances and tissues
Electromagnetic sensors in time and frequency domain for moisture content determination 
Moisture content determination and monitoring in soil, snow, agricultural materials, waste disposals, tissues, construction materials and other media
Progress in measurement instrumentation, data processing, and standardization
Dielectric spectroscopy and applications
Integrated techniques using RF and/or microwave dielectric measurements with other methods such as impedance spectroscopy, infrared spectroscopy, NMR
